Really interesting and comprehensive read on the topic of Design Systems. Interestingly enough, though you state that a Design System is not a Design Language, those terms have symbiosis and are in fact deeply related. In order for an effective Design System to exist, it has to be in consonance with a Design Language that is also properly established. And here’s also an interesting article on the topic from Inside Design: https://medium.com/inside-design/the-future-of-design-systems-f86055d445b Though in fact a Design System isn’t a catalog or inventory of components aimed solely at building consistency (which people typically lump under the topic of style guides), it also fulfills those requirements and needs. It’s a resource that indeed distills the essence of what a Design Ecosystem is all about within an organization, which does include all that you list, though as you stated quite eloquently, in order for it to thrive, there’s a fundamental need for advocacy for Design Literacy and establishment of a Design Language within the organization.
